Not just for the fact that it very much is the Doctor's favorite planet, but also because there's a certain uniqueness to how willing humans are to come up with any of a number of things that can be used to inflict harm on each other. Still, best not to do all of his work right under the Doctor's nose, and so it is that he's come to a timezone that's a good deal away from the time that the Doctor's been exiled to. It might not be the most certain of preventions, but it's a good deal less likely that he'll run into the Doctor here.
UNIT, on the other hand, is a different story, and if anything, that has kept him more cautious than he might usually be. Having only recently escaped their custody, he has very little interest in catching their attention again. On the other hand, he is an oddity in the general neighborhood, if nothing else. A stranger, who almost always seems to prefer suits over anything else, and even if he's polite to people he passes by, it's always sort of distantly so.
And then there's the fact that he never seems to stay anywhere, much less have anything like an ordinary schedule, to the point that he's just as likely to be heading somewhere in the early hours of the morning as he is the middle of the day. Nor is there anything like a big blue police box nearby - it's only if Clara follows him that she'll find anything out about where he's staying (and where his TARDIS is parked, since that is indeed where he's been staying).
But other than that, things are... remarkably quiet. For the time being, and if it might not always be so at the very least he hasn't finished putting together the latest in a long series of weapons. Getting there, perhaps, but he's forgotten, a little, how complicated anything can be in this particular era of Earth's history.]
