As of the beginning of April 2015, Emil has echoed back the Master's telepathy and hypnotism.
Telepathy: Like all Time Lords, the Master is - or was, perhaps - telepathic. While this manifests primarily as touch-telepathy, the Master is also implied to be able to pick things out people's minds without requiring physical contact.
Currently, Emil has a reasonable amount of control on his telepathy, and will do his best to not going poking about in people's minds. However since it is still relatively new, this control may slip a little, especially when he's distracted or tired.
Hypnotism: Pretty much exactly like it sounds. As practiced by the Master, this is nothing more or less than a sort of mental domination, which leaves the target subject to his will. However, there are some limitations to it - it needs direct eye contact to be initiated (and cannot be done over something like a video feed over the network) and anyone with a stronger will can resist or entirely shake off the effects of the hypnotism.
It also needs to be consciously engaged, so Emil will thankfully not be accidentally hypnotizing people. I will also always ask before Emil uses his hypnotism on anyone, on the rare occasion that he actually feels inclined to do so.
However, since I understand that not everyone is going to necessarily want to have someone poking around in their character's memory, if you could drop a comment with the following, it would be much appreciated.

-Can Emil, either accidentally or otherwise, read your character's mind? Yes/No
--If yes, how far can he go/is there anything you'd like him to either not pick up on or not share if he does?
-If it should it come up, are you okay with your character being hypnotized? Yes/No - if the answer is yes, I will still always ask before he makes any attempt.

YES by all means do whatever you like, and he can go as deep as he wants, too. Mags had considerable mental defences but Arnold has the defence of a wet paper bag, and is likely to be up for experimentation if Emil wants to practice.
